Unemployment benefits distribution hampered by failed IT system

The state of Hawaii has expended over 185 million dollars in separate contracts with 3 different IT companies to replace its ancient computer systems throughout all departments.

Notably the state department of labor and industrial relations system which handles all aspects of unemployment benefits certifications and cash distribution.The state uses a 40 year old mainframe and COBOL language 200,000 plus benefits beneficiaries are almost a week late in receipt of perhaps 40 million dollars of payments.
